JANESVILLE, Wis. -- The United Way of Rock County has lowered its fundraising goal this year to $1.3 million. That's down $450,000 from last year's goal.Officials are blaming job loss in the county for lowering expectations."We could set the goal very very high and not achieve that, and then if we established we were going to give out more money than we have, then that would not be appropriate," said Gail Graham, president of United Way of North Rock County. "So we set the goal at what we think is an attainable amount this year."This year's fundraising campaign kicks off Sept. 10.
